Formentera government and trade unions sit down at negotiating table for first gathering of term

mesa-negociadorablancFormentera’s Departments of Human Resources and Management report that local government staff and career civil servants sat down with the heads of the respective departments, Paula Ferrer and Rafa Ramírez, plus the island’s councillor of the interior, Josep Marí, and General Workers' Union (UGT) and Workers' Commissions (CC.OO) union representatives, for the first gathering at the Special General Negotiating Table (Mesa extraordinària General Negociadora).

The inaugural meeting served to work towards a roadmap for the Governing Team’s efforts this legislative term. Attendees came away with orders to update the review panel so that a list of job posts known as the “staff establishment plan” (relació de llocs de treball) could be completed. They also agreed to phase in the system dubbed “horizontal professional careers” that won cross-party support last legislative term. The setup rests on three fundamental pillars: seniority, professional development and job performance. Attendees also agreed to update their collective agreement during the current legislative term.

Lastly, the gathering also brought approval for improvements to the professional development programme available to government employees, and the Consell de Formentera pledged to develop an offering of courses.

Management chief Rafa Ramírez said much had come of the introductory talk, pointing to agreements around the Governing Team’s human resources strategy moving forward. Councillor Ramírez highlighted the importance of concluding work on the establishment plan, enacting the system of horizontal professional careers, coming up with a new collective agreement and developing suitable staff training—in Ramírez’s words, “all part of improving the way we engage with islanders”.

Ràdio Illa begins broadcasting from new studios

equip-de-ra--dio-illa-als-nous1Formentera’s Department of Infrastructure reports that, with construction recently completed, Ràdio Illa began broadcasting this week from the municipal radio station’s new studios. Both the old and new facilities are housed in Es Molí Social Centre, which shares a building with the Casal de Joves.

Work was valued at €44,054 and involved equipping the 50-square-metre space—located on the western side of the building’s first floor (the old studio is on the eastern side)—for professional broadcasting. Furniture was installed at a cost of €9,183, and the station received €17,495 in new radio equipment.

33 years on the airwaves
This 3 December, running parallel to Sant Francesc’s yearly festivities and Ràdio Illa’s 33rd year on the air, the municipal radio station will open its doors so islanders can see the new station. Ràdio Illa—plus technician Enrique García, Joan Garau and Carmelo Convalia, the station’s founding members—first took to the airwaves on 3 December 1986 with broadcasting equipment set up on the first storey of the old town council. A team of professionals has kept listeners abreast of local news since 2006, briefly stopping this week so the studio change could take place.

Ràdio Illa is Formentera’s public radio station. The station is owned by the Consell de Formentera and operated by the Cultural Audiovisual Association of Formentera (ACAF). A host of collaborators and contributors keep Ràdio Illa going, including coordinator Josep “Pepo” Rubio, technical chief León Convalia, producer and presenter Bernat Masferrer and writer David Setbetes.

Formentera to back educational push for road safety

The offices of the interior and mobility of the Consell de Formentera report that this winter they will steer a campaign to encourage freight drivers, tourists and islanders at large to respect rules of the road and highway safety. Interior chief Josep Marí placed serious accidents on local roads at the centre of the decision—an effort he described as seeking to “stem further mishaps and improve safety on our roads”.

The plan’s architects say the idea is simple: that motorists should respect movement and traffic regulations like speed limits when they get behind the wheel. Another aim is to boost compliance with safety measures—which might mean using a helmet and seatbelt, or avoiding operating a vehicle after consuming alcohol or drugs, or while texting. Another reminder will include the importance of completing the required vehicle inspection (ITV) and keeping insurance current.

Message for island youth

Organisers will even take to social media as they send a message to young people about the dangers of forgoing safety regulations when driving motorbikes and motor-scooters. The island’s school liaison officer will also be on hand to reinforce the message as part of local law enforcement’s annual road safety campaign (Educació Vial).

Greater police presence

Councillor Marí said Formentera Local Police and Guardia Civil would increase stops on highways to see if drivers “are taking the campaign’s message to heart as they get on the road”.

Drawing to determine polling station attendants for 1 November

ple-16-octubre1A special full-house assembly was called today to determine the list of individuals who will assist voters as they cast their ballots in the general elections scheduled for 10 November 2019.

In a process conducted with the help of a computer application, 81 residents of Formentera were flagged as candidates for the island’s nine voting stations, where each “electoral table” must have a chairperson, two spokespeople and two alternates listed. There will be five stations at CP Mestre Lluís Andreu in Sant Francesc, three at CP Sant Ferran and one at La Mola’s primary school. A total of 7,568 islanders will have a chance to cast their ballots in the election: 7,283 are included on the Spanish registry of voters living in Spain (CER) and the other 285 are on the Spanish registry of overseas voters (CERA).

The day’s assembly also came with the announcement that Sa Unió councillor Anna Negre will step down from her position as councillor.

Formentera dedicates October to trans* depathologisation

diatrans 2019 v6 imprimir-1-The equality and LGTBI arm of the Consell de Formentera announced its activities calendar for the International Day of Action for Trans Depathologisation, which falls on the third weekend in October. Department chief Vanessa Parellada said the programme is “about normalising a multiplicity of gender identities, making them more visible and upending the connotations of pathology that can cling to them”.

Tuesday 22 October at 8.00pm in the Marià Villangómez library a discussion/colloquium on Antoni Roig Roselló’s Todos los parques no son un paraíso with the author. Roig’s 1977 novel is based on first-person narration from Antoni, a man trapped between two loves: his religious calling and his sexual orientation. After publication, the novel became a finalist for the Planeta Award, and Roig himself was kicked out of the order of the Unshod Carmelites. The event will be moderated by Toni Martí (Sa clau de s’armari) and Miquel Costa (Espai_F).

Cinefòrum
Tuesday 29 October at 7.00pm, the Sala de Cultura-Cinema will screen Me llamo Violeta. At the core of the 76-minute documentary film is a declaration made by Ignacio, the six-year-old child of Nacho Vidal and Franceska Jaimes: “I’m a girl; my name’s Violeta”.

The moving exploration of gender diversity captivated crowds at the Málaga Film Festival, where it won Audience Pick, not to mention DocsBarcelona’s Amnesty International Prize. A discussion forum after the film with members of the group Transitam will also feature the first-hand experiences of the mother of a trans* youth and a person in transition.

Activities at the high school
A host of activities and workshops at IES Marc Ferrer this month are geared towards helping high school students learn about gender diversity and deconstruct stereotypes and the myth of romantic love. The idea, said Councillor Parellada, is to empower teens through education. “Adolescence is such a delicate time in life”, she said: “It’s when we’re constructing our identity”.

The activities programme is put together in partnership with other local government departments too, not least the Department of Culture, which has gone out of its way to create a space for LGTBIQ+ themes in the island’s panoply of cultural programming. “We need to be making sure sexual and gender diversity are the norm throughout society”, said Parellada. “That means all the time; not just the special occasions”.
