Formentera turns sights to winter works projects

The Formentera Council has convened a one-off plenary assembly this Thursday to discuss the granting of a works contract for a live-in dependent care centre. Islanders have long called for such a residence, the crowning piece in a matrix of essential services Formentera began building 11 years ago with the island's hospital. The future assisted-living centre will make it possible for aged islanders to grow old with dignity here on Formentera.

Upgrades on avinguda Joan Castelló i Guasch in Sant Ferran will mark the culmination of neighbour-approved plans to reform the town that began with the overhaul of two roads, or carrers, Guillem de Montgrí and València. The reforms, conceived as a way to soothe traffic on the arterial and give right of way to islanders travelling on foot and bicycle, will mean more space for pedestrians, a new cycling lane and new recharge points/parking spaces for electric vehicles.

Construction of the assisted-living residence
This expansion of the island's dependent care centre, known locally as the Centre de Dia, or “Day Centre”, will entail construction of a residential area for dependent persons. There will be capacity for 14 single and two double rooms, for a total of 18 people. The new structure will house a reception area, visitor services, a dining hall, living room and areas for nursing staff, medical exams and storage. The structure will be made with provisions in place should further expansion be necessary in the future. The 16-month, €2.4-million project, fruit of a deal between the Formentera Council and the social welfare ministry of the Balearic administration, will give rise to a built space totalling over 1,169 square metres.

Avinguda Joan Castelló i Guasch upgrades
Work on Sant Ferran's avinguda Joan Castelló i Guasch will include improved paved surfaces and undergrounded utilities like sanitation, drinking water, telephone lines, electricity and public street lights.

The proposal also covers expansion of pedestrian spaces and would mean eliminating architectural barriers and incorporating a dedicated bike lane the entire length of the road. Recharge points along the road are envisioned as well.

Engineers of the project, which is a continuation of the improvements on Guillem de Montgrí and València, are hoping for the same “single surface solution” (i.e. the pavement and road surface are of uniform height) as the one used for that revamp.

The six-month deadline is intended to ensure completion in time for the 2019 tourist season.

Total project price tag:
Execution of work: €1,817,683.68
Administration of work: €41,140.00

In the first half of October, the Council will convene a gathering of Sant Ferran residents in order to detail the proposed changes, similar to the process that preceded upgrades on carrers Guillem de Montgrí and València.

Formentera gets ready for World Cleanup Day

foto-world-cleanup-day--1-Environment secretary Daisee Aguilera was joined by spokespeople for the newly formed Plastic Free Formentera platform, Qué Celeste association and other companies and partnering entities in leading a morning presentation of World Cleanup Day, the largest initiative of its kind ever and one which is scheduled to take place on Saturday, September 15.

World Cleanup
The World Cleanup movement started in Estonia in 2008 when fifty thousand people cleaned the entire country in just five hours. Since then the action model “A country in a day” has toured the globe, becoming one of the world's fastest spreading popular movements.

A subset of the World Cleanup movement called “Let's do it” purports to raise awareness about waste and plastics and promote alternatives. Local organisers have described the initiative as “about opening people's eyes about the waste in our surroundings and doing our part, however small, to educate ourselves and search for a solution”.

How to get involved
Anyone interested in participating should contact plasticfreeformentera@gmail.com,visit the “Plastic Free Formentera” Facebook page, or send a Whatsapp message to coordinator Mikel Gabarain at 667 520 873.

Participants, who may assemble their own cleaning team or join another one in existence already, must congregate at one of the meeting points. There, from 10.00am to late in the afternoon, they will be given bags, gloves and informational material.

To collaborate, smartphone users can also download the Línea Verde app in order to pinpoint spots in need of a cleanup ahead of Saturday's get-together. The goal is to create a map that organisers can use as they decide on where to dispatch groups.

The day, which has been organised to allow for activities all over the island, includes a range of hours, to let everyone take part who wants the opportunity to do so.

The meeting points will feature informational displays at the island's most famous beaches. Cleaning kits and “Let's do it Formentera” instructions will also be handed out.

To show the world the kinds of actions being taken on Formentera, Plastic Free Formentera and Qué Celeste encourage everyone to photograph their group's cleaning operations with the hashtags #plasticfree, #worldcleanupday and #letsdoitformentera.

Regional job seekers bureau on lookout for qualified youth

foto soib joveThis week marks the last that applications will be accepted by young aspirants of a work practice programme, SOIB Jove Qualificats, that provides local administrations and associated groups a means to source their employment needs. Applicants must be:

1. Aged 18 to 29
2. Registered as a job seeker with the SOIB
3. Registered on the national youth safety net (Garantía Juvenil)
4. A graduate of a university or other higher education programme
5. Able to accept an offer of work practice for the educational track in question
6. Without previous work practice experience in the field in question

Twelve-month periods of work practice at a local entity towards employment in an applicant's chosen profession will begin during the first half of November.

Candidates must register as job seekers and adherents to Garantía Juvenil before Friday September 14 at the SOIB. Phone the SOIB (012) or visit their website (http://soib.fundaciobit.org/citasoib/reservar-cita;lang=ca) to request an appointment.

Both steps can be processed at the same appointment. Candidates should come with the educational credentials for the field in which they intend to seek work experience.

Once work practice offers have been issued, in addition to being made available to young SOIB-registered aspirants who qualify, they will also be advertised on www.soib.es with all the related information about how to apply.

Crews cap maintenance projects in time for returning students

foto-millores-2018-sant ferran 2The Formentera Council's education department reports that this summer crews performed maintenance tasks and upgrades across the island's three public schools, or CEIPs (for “Early-learning and Primary Education Centre”)—Mestre Lluís Andreu and in Sant Ferran and la Mola—plus at the CEP, the local teachers' resource centre.

Education secretary Susana Labrador pointed out that “every year the summer holiday is our chance to respond to requests from school administrations, parent/teacher associations and student body groups. It's how we managed to ensure proper maintenance in time for the start of classes this Wednesday”.

Upgrades
Sant Francesc
At the lower Mestre Lluís Andreu building the Formentera Council maintenance brigade repainted exterior walls, hung tiles in the inner playground, cleaned the area around a boiler and painted and covered an existing metal structure to create a shaded area.

An outside contractor grouted a leaky hallway, painted the school's right wing and performed touchups of the left wing for €5,047 total.

The brigade carried out regular maintenance on the school's upper building, including painting a host of spaces inside and out.

Sant Ferran
At the Sant Ferran school crews fashioned a new shaded area out of wood and wattle in the space that lies between the portable classrooms and the sport pitch. A new intercom was also installed and one classroom's leaky ceiling was fixed.

Some work—including cleaning, removal of the previous coat of paint and application of a fresh one—was farmed out to outside firms at a cost of €9,922.

La Mola
Aside from conducting a general revision of the school's interior and exterior paint jobs, crews replaced the wooden parts of a spinning toy located outside, revised the window of the portable classroom and repaired the track of the sliding glass door with entry to the primary students' classroom.

For €5,552 an outside firm was brought in to assemble two new air conditioners and instal five taps.

Teachers' resource centre
Two outside firms were enlisted to reform the CEP's exterior woodwork and paint job, operations which cost €18,600. That work was in addition to earlier repairs of the historic building's tile roofing, rainwater harvesting system and façade.

The total price tag for the maintenance and upgrades across Formentera's educational centres was approximately €40,000.

The education secretary noted that “during the school term two crew members are responsible for attending to any maintenance needs that may arise at the island's three early-learning and primary schools”.

Along with work at schools, crews also made use of the August holiday to conduct reforms of the bottom lobby of the Marià Villangómez library and music and dance school. Efforts included cleaning and repainting walls and switching out flooring at a cost of €9,000.

Formentera to host course on wood restoration in traditional architecture

foto restauracio fustaThe departments of culture and patrimony of the Formentera Council are teaming up with the small and medium-sized business group of Eivissa and Formentera, PIMEF, to present a course on restoring wood in traditional architecture.

Conceived for the range of professionals typically enlisted in reforms of architectural features at cultural heritage sites (architects, building engineers, builders, carpinters and restoration specialists), the course begins with a deep-dive into theory before moving on to practical matters covering everything from the characteristics of wood materials to common problems and potential remedies.

Course instructor Marisa Justo graduated with bachelor's in art history, obtained certification in restoration practices and holds a master's in rehabilitating architectural heritage sites. The 20 hours of instructional time will take place afternoons from 4.00 to 8.00pm. The course is free and registration will be conducted through PIMEF.

Wooden roofs, a signature element of traditional architecture on Formentera, often require cleaning, treatment and other maintenance to restore pieces that are still able to exercise a structural function. The Council's cultural heritage department believes in training islanders employed professionally in the construction industry, because these will later be the ones enlisted to carry out works projects on historic buildings.

Training on the techniques and materials used in traditional architecture is encompassed in Formentera's cultural heritage management plan for 2017-2019, adopted by the plenary assembly of the Formentera Council and in effect today.
