Formentera to close third Feminist Classrooms

foto 2022viii aules femenistesToday Ana Juan, president and councillor of equality, and Maria Duran i Febrer, director of the Balearic Institute of Women (Institut Balear de la Dona, IBDONA), presented the third Feminist Classrooms (Aules Feministes) of Eivissa and Formentera. The programme will run 8 to 10 September, with Saturday's closing event taking place on Formentera.

This year, under the title "Economics for Equality: The Feminist Agenda", the aim is to make the economy more accessible to women and ensure that it considers the needs and values of women. Gender and labour reforms, the salary gap, the knowledge economy, the effects of digitalisation on women, co-responsibility and work-life balance are just some of the topics that will be discussed.

Lectures will be attended by feminist figures and prominent gender equality campaigners from social and academic realms. Participants will include Ana de Miguel, philosopher; Carmen Castro, doctor of economics and expert on Europe; Cecilia Castaño, emeritus professor, and Ada Santana, president of Federación Mujeres Jóvenes, with journalist Montserrat Boix also on hand to give a lecture.

President Juan cast Aules Feministes as "an arena for discussion and a very necessary loudspeaker for women in our society. Initiatives like these are vital". Referring to this year's theme, Juan added, "Recent years' sweeping social advances and progressive policies around gender equality must also be brought to the workplace, because there is still a long way to go to close the salary gap".

According to Maria Duran, "now more than ever, in these times of uncertainty, we need to make sure that women are a critical mass within the economy". "At least 35% of female workers should be in senior and middle management positions", she asserted.

In 2020, Aules Feministes began on Eivissa and Formentera as a space for reflection on feminism and its transformative power. The event poster depicts to two women key to the history of feminism: Olympe de Gouges, who, in 1791, in the midst of the French Revolution, penned the first Declaration of the Rights of Woman and of the Female Citizen, and Mary Wollstonecraft, who wrote A Vindication of the Rights of Woman one year later.

Programme
The lectures will begin Thursday 8 September at Espai Cultural Can Ventosa with a round table on gender and labour reforms. Participants will include Iago Negueruela, minister of economic model, tourism and labour; Francisca Garí, secretary of social policies and equality of UGT Illes Balears; Eva Cerdeiriña, secretary of public policies and workplace health for the Balearic chapter of Workers' Commissions (Comisiones Obreras, CCOO); Dolores Fernández, president of Espai Dones Formentera, and Mariví Mengual, president of Eivissa Progressive Women's Association.

The day will end with a presentation of two studies: "Amnesiac sexual violence in the Balearic Islands" and "Gender violence in the judicial treatment of women and their underage children in family proceedings (2021)".

Continuing on Friday 9 September, presentations will reflect on the infrastructure of the economy, keys to an egalitarian, the feminist economy, digitalisation and gender and challenges faced by young women. The day will close with "La palabra y la música: Tools to stop violence against women", a performance by singer Lourdes Pastor and guitarist Melón Jiménez.

Saturday 10 September on Formentera
As the programme moves to Formentera's Sala de Cultura on Saturday 10 September, journalist Montserrat Boix will speak about equality plans in the public media and another presentation will highlight good practices in the struggle to close the salary gap in the public sector. The event will be presented by Ana Juan.

Simona Colzi back at Centre Antoni Tur 'Gabrielet' with ancient treasures of Formentera

This Friday 2 September at 8.00pm, Italian artist Simona Colzi returns to Centre Antoni Tur "Gabrielet" with "Antics Tresors". In her latest exhibition, the artisan, textile artist and, since 2004, Formentera resident presents works made with pigments and dyes extracted directly from local plants.

The exhibition will be on view until 11 September, opening 10.30am to 2.00pm and 6.00pm to 10.00pm.

Ajuntament de Formentera turns 200

foto 2022viii formentera bicentennialToday Ana Juan and Alejandra Ferrer, president and vice-president of the Consell de Formentera, respectively, and Sa Unió representative Llorenç Córdoba, presented the events programme to commemorate the bicentennial of Formentera's governing authority this October. The ceremony was also attended by Raquel Guasch, councillor of heritage, whose department is promoting the event, and programmer and coordinator Manolo Oya.

President Juan pointed out that, as documented by historian Isidor Macabich, this August marks two centuries since the island's first ajuntament was established, an event which Formentera's current governing authority intends to commemorate by organising various events. "We want the programme to be primarily a popular celebration, because as an institution, the Ajuntament de Formentera represents the people. Over the years municipal government has always defended the general interest, and imperatives like safeguarding our land, identity and social equilibrium mean this remains crucial today", said Juan. The president stressed that the events also "recognise the work and efforts of individuals who have dedicated part of their lives to serving the community".

The president asserted the programme is about "further integrating the different communities that make up Formentera, who are essential to our culture and society" and invited the entire population to enjoy the event.

For her part, Vice-President Ferrer cast the role of the ajuntament as "fundamental", and insisted that "throughout history, this authority has had to enact courageous measures to defend the island in line with the demands of local society and for the benefit of the general interest".

Mr Córdoba lauded "two centuries of work by municipalities and islanders, which has made the Formentera we know possible", and insisted, "It is all of our responsibility to not squander this great common effort".

Finally, Councillor Guasch drove home the important role of the ajuntament and the people who, for the last two hundred years, have made it possible. She had additional praise for the local archival office for "stewarding, preserving and showcasing the island's documented history".

Mr Oya said the activities bill was about making sure that "the people of Formentera participate as much as possible".

Artist Sean Mackaoui created the image that celebrates the Ajuntament de Formentera bicentennial. In 2009, Mackaoui took part in "Visual Poetry", an exhibition incorporating works by Joan Brossa and Chema Madoz at Sala d'Exposicions "Ajuntament Vell".

Until 31 December, local riders enjoy reduced fares on public transport

The Formentera Office of Mobility is pleased to announce that from tomorrow, 1 September, Formentera residents will be eligible for free rides on public transport while other riders benefit from a 70% reduction in the cost of seasonal and multi-journey tickets. This measure will be effective until 31 December 2022.

Islanders keen to benefit from this discount need only show bus drivers a government-issued ID and a digital or physical copy of their certificate of residence. Whenever possible, riders are encouraged to cut down on paper by using their mobile phones to show their resident's certificate.

Other riders can purchase their discounted tickets when they board. New seasonal ticket prices:

-Day Pass: €3 (formerly €10)
-20-Trip Pass [short distance]: €6 (formerly €20)
-20-Trip Pass [long distance]: €9 (formerly €30)
-25-Trip Youth Pass: €6 (formerly €20)

Rafael González, councillor of mobility, expected a total of 4,000 passengers would benefit from the discounts and said the measure was "in addition to others such as free service for underage riders, people with disabilities and their companions".

Consell to rebate bus fare for residents, cover 70% of costs for other riders and pick up registration fees at nurseries

foto 2022viii pleToday decision-makers with plenary representation on the Consell de Formentera unanimously agreed to give residents of the island a full rebate and, for other riders, cover 70% of costs, for all current seasonal passes and multi-journey bus tickets for the period between 1 September 2022 and 31 December 2022. Rafael González, councillor of mobility, explained that on 16 September the Consell de Formentera would also issue a new call for grants for conventional and electric bicycles for local residents. In the councillor's words, the measures "are complementary and ensure that all islanders, whether living in towns or remote locations, benefit from mobility assistance."

The proposal, which was tabled with another as part of a compromise with Sa Unió representatives, envisions paying for 100% subsidies with own funds of up to 50% and supplementary funds from the state and region (30% and 20%, respectively). The 70% rebates will be financed with own funds of up to 20% and the above split.

Free registration at escoletes
Cross-party support was additionally delivered to a compromise proposal to fully subsidise the yearly €70 tuition fee for children in local nurseries (escoletes) in 2022-2023. The Consell will also cut the price of 9.00am-to-1.00pm childcare, September to June, for years one and two during the 2022-2023 school year. The ordinance maintains current rebates and exemptions and includes a 30% rebate for single-parent families, like the one already in place for large families. Vanessa Parellada, councillor of youth, presented the proposal and stressed the Consell's "long-standing commitment to early-childhood education, as evidenced by its zero waiting list and the enormous budgetary effort to invest in this service".

She signalled that "the times ahead will be challenging for Formentera families and public administrations alike" and said the aid would serve to alleviate the economic burden borne by families. Parellada emphasised the importance of "promoting educational policies at every level of government to achieve free, universal early-childhood education".

Regulations on childcare providers
Plenary members handed cross-party support to a statute setting authorisation criteria for childcare centres serving children ages zero to three and not part of the education office. Rafael Ramírez, councillor of social welfare, stressed that "this regulation marks a step forward in the quality of assistance, protection and support for Formentera kids and is a guarantee for families and children".

Fifty new permits for holiday rentals
Unanimous backing was also secured for a proposal on the distribution of 50 holiday home rental permits, including the conditions and criteria of access. As Law 3/2022, containing urgent measures for sustainability and circularity in the Balearic Islands, came into force, so too did the temporary suspension of new holiday home rental permits and, with it, an exception: 50 additional permits for Formentera. Alejandra Ferrer, vice-president and councillor of tourism, described the proposal as "exclusively limited to tourist stays in homes". The 50-permit exception was negotiated during the comment period in a bid to offer solutions to families and small businesses which have already made certain investments. Priority will be given to parties whose investments and works projects meet sustainability and environmental criteria included in the Municipal Quality Plan. According to Ferrer, the exception will also apply to investments and projects meeting criteria set out in tourism regulations, statutes which were negotiated during the consultation period for Balearic legislation on sustainable and circular tourism.

Interested parties will have ten days from publication of the resolution to make appropriate requests.

Petitioning the coastal authority to refurbish wooden walkways
Lastly, assembly members endorsed a proposal from all political groups asking the authority charged with protecting coastal areas in the Balearic Islands (Demarcación de Costas en Illes Balears, DCIB) to urgently refurbish wooden walkways, information panels and other similar structures in parts of the island belonging to the Public Maritime Terrestrial Domain. According to the proposal, the structures' current state of deterioration "means accidents are more likely and constitutes a public health risk". Decision-makers also pressed DCIB to instal solar panel-equipped pergolas to provide electric vehicle charging points near beaches.

Progress report from Antoni Tur
The plenary session ended with a report from Antoni Tur, councillor of environment and inspections. Tur offered a review of work within his departments and highlighted progress during his first year as councillor, pointing to the tender of beach services ("with 200 applications received so far and the award process now under way, improvements on the previous period of operation are plain to see", he said) and the regulation of Estany des Peix (a project 20 years in the making that "strikes a balance between traditional anchoring techniques used by recreational boaters and environmental sustainability, while addressing a long-standing plea of Formentera residents").

Regarding the service contract for waste collection, the councillor cast the previous contract, which dates from 2007, as "insufficient". He also insisted that this year the new service, which has been "tailored to the current and future needs of islanders, with maximum efficiency and sustainability", will be put to tender. The councillor underscored progress this term in energy policies "that will allow us to cut consumption and improve Formentera's energy efficiency"; described inspections, which also "need to be reinforced" with an additional staff member, and trumpeted a waiting list of zero at the roadworthiness test site. Finally, the councillor praised "our entire team", asserting, "I want to publicly recognise and applaud [them] for their work and involvement, past and present".
