Approved the transfer of hunting competences to January 1, 2011

Imatge del ple del divendres 24 de setembre de 2010The consellers of the plenary session adopted unanimously an agreement to urge the Government to include non-EU residents in the transport subsidies.
This morning took place the plenary session of the Consell de Formentera in which has been approved the proposal to extend the contract for regular transportation of passengers or the proposed transfer of powers about Hunting Competences to the Consell Insular de Formentera.
The first question that has been unanimously approved is the transfer of powers about Hunting Comptences to the Consell Insular of Formentera. Remember that hunting competences belong to the Govern Balear, particularly in the Directorate General of Biodiversity, until December 31, 2010, when it will become the responsibility of the Consell Insular de Formentera. This process of negotiation with the Govern Balear began more than a year ago in order to achieve the best possible proposal for the citizens of Formentera.
From the Consell de Formentera 115,000 euros has been achieved for the island and its citizens, and a vehicle valued at 15,000 euros, also a media expansion amounting to 24,000 euros by the Department of Agriculture and Fishing of the Govern Balear. This agreement was signed on 28 May, which will let develop policies like participate in technical meetings island-wide, regional or state on behalf of the consell, propose and arrange legislation or regulatory activity of the institution of the island, as well as the processing of proceedings and implementation of actions arising from the powers assumed by the Consell Insular de Formentera on hunting competences and regulatory and surveillance and use of hunting resources. This new competence will result into improved services for citizens to exercise their activity in a closer and more effective way.
Secondly, it has been unanimously adopted to extend the contract for the provision of permanent public service scheduled passenger transport to "Autocares Paya", for a period of one month in which the company has committed to submit an improvement plan. The government team is committed to submit the improvement plan to the opposition parties to determine whether to renew his license until December 31, 2018, under Article 1 of Decree Law 5/2009 of 27 November .
This Decree Law states that the renewal has to make improvements such as increasing the supply of expeditions, the modification of traffic concessional (realignment, new traffic, unification concessions), flota (reduction of antiquity, accessibility, non-polluting energy resources) and other improvements and technological innovations, establishment of bonus tickets or any other improvement in the quality of service.
At the end of the plenary session, both the government team and the Partido Popular have filed two emergency motions to urge the State Government about the subsidies for the residents. After a recess at the request of the president, they have filed a motion compromise in which all consellers and conselleres have agreed to urge the Government to maximize the resources intended to the resident discounts improving the statement of public service obligations or by extending it, not to take any action with respect to transport bonuses that can become a increase of the rates paid by residents of the Balearic Islands, to reject any agreement with the Ministry of Development that can include cutting residents discounts on transport and requiring the maintenance of existing subsidies, and to ask that they will be extended to non-EU residents in Formentera.
Finally, the Partido Popular of Formentera has requested the attendance of the Consellera for the Environment and New Technologies, Silvia Tur to explain the situation of the waste management service. In this regard and in accordance with Article 99.4 of the Organic Regulation of the Consell de Formentera (ROC), the government team rejected the appearance of the consellera, as currently is preparing a schedule of appearances of all the consolers, following same regulation, which provides an explicit obligation to appear in each of consellers at least once a year.
In addition, the Partido Popular has submitted 6 questions to the government team, among which stand how many sound level inspections has made the island institution since 2007 and the number of users of the bus lines L1, L2 and L3 since 2007. In this regard, the government team reported that sound level inspections have begun to do this year and that 7 statements are pending. From the Consell of Formentera has always been predisposed to cooperate in all establishments for their adaptation to the regulations of noise pollution.
As the number of people using public transportation, by 2007 there was no structured bus and passenger count that year was 77.330. In 2008 there was an increase of 33.6% to the 103.319 passengers. As for the years 2009 until August 2010, the L1 has grown from 52.305 to 59.241 passengers, the L2 is around 40.000 passengers and L3 (Puerto de la Savina-Ses Illetas beach) has down from 27.569 in 2007 to 20.145 this year. This decrease is due to the government team's priority is to facilitate the movement of tourists across the island and not just in the Natural Park, so a bonus ticket was introduced for a day that did a circuit around the island and since its implementation has grown from 369 users with last year at 3,110 users this year.
