Formentera announces first info sessions on regional funding

The European Union's Directorate General of funding, in collaboration with Centre Balears Europa and the Balearic Islands' Agència de Turisme and support from a coterie of entities including the Formentera Council, the local small and medium-sized business association (PIMEF), the chamber of commerce for Formentera and Eivissa and the island's coalition of hotel owners, have put together a day for freelancers and business owners to find out about regional incentives powered by funding from the European Union and promoted by the Spanish government.

Regional incentives
The state's “regional incentives” have a number of aims: stimulating business activity and directing it at specified areas to reduce disparities on the national plain, achieving a fairer distribution of economic assistance, and reinforcing individual regions' capacity for growth.

The EU co-finances a large portion of aid for regional incentives using the European Regional Development Fund (ERDF), part of an effort to stimulate creation of new businesses in Spain's disadvantaged regions.

Qualifying projects:
New businesses, with investments that create new business activity and jobs.

Expansions, with investments that drive growth of activity already established or the start of new activity. For pre-existing activity, whether or not it relates to the applicant's current activity, qualifying projects must involve significant increases to production capacity. Expansions must entail the creation of new jobs and the maintenance of existing ones.

Modernisations, with investments that constitute a considerable portion of the modernising business's tangible fixed assets and involve purchase of cutting-edge machinery that generates measurable productivity increases. Investment must drive diversification of a business's production activity to new or additional markets, or mean fundamental transformation in a pre-existing business's overarching production process. Existing positions within the company must be maintained.

Qualifying Formentera businesses must make investments that involve creation of a new business, expansion of pre-established business activity, or launch of an activity that involves a fundamental change in product or production process.

The event is scheduled to take place at 11.30am on Monday, March 26 in the Sala d'Actes of the Formentera Council.

Formentera announces six openings on local police force

Foto policia localThe Formentera Council has issued a call for applicants to fill six positions on the island's police force. The offer was published yesterday (Thursday) on the regional gazette, the BOIB.

Conditions of access, including details about the competitive exam that candidates must pass, can be viewed on the Council's website (www.consellinsulardeformentera.cat) or at this link. The posting is for career civil servants specialising in law enforcement.

On a related note, the Council has lined up a series of talks and training sessions for prospective applicants. The sessions, which go from 6.00pm to 8.00pm, begin Tuesday, March 27 in the culture department's hall of ceremonies (Sala d'Actes) and will continue every Tuesday  till May 15. The sessions will be suspended on May 1, which is a bank holiday.

President's office secretary Bartomeu Escandell described the call for applicants as “crucial to making sure the local force has the manpower needed to provide a decent service for residents and visitors”.

At present, roughly ten of the force's 18 positions are filled.

New municipal water setup makes 'smart island' out of Formentera

Foto presentacio AqualiaAfter a successful pilot run in Sant Ferran, the Formentera Council plans to invest €302,765 for an expanded installation of smart water metres. The new system enables real-time readings and improved client updates and network efficiency.

In early 2017 the Formentera Council launched a pilot programme to allow for remote readings of water metres across Sant Ferran. The effort involved installing 236 “smart” metres which made it possible to track individual water use as well as the water added to the Sant Ferran grid from outside sources.

Reviews of the pilot programme were overwhelmingly positive. Thirty-one incidents were caught in 2017 alone, with an average loss of water per hour of 17 litres. That's the equivalent of 379,400 litres of water —or 38 water trucks— per month. Most of the incidents corresponded to malfunctioning equipment in customers' home setup.

Pioneer system in the Balearics
The Council has decided to partner with Aquàlia to gradually expand the system across the entire island, ultimately foreseeing installation of 2,394 metres. The first of its kind in the Balearics, the new system comes without rate increases of any kind. Plus, it means customers get monthly bills, instead of every four months, as before.

Rollout of the programme will occur in three phases. The first, already nearing completion, involves installing the new devices in Sant Francesc and la Savina. The second —installation of the smart metres in es Pujols— has already started. The final phase will begin in July and concerns ses Bardetes, es Ca Marí, la Mola, es Caló, sa Roqueta and Can Bonet industrial park. Officials expect rollout to be completed by year end 2018.

Advantages of new metres
The system, whose use of telelecturas (lectura means “reading”) means that real-time checks of water metres can be done daily without operators travelling to the site in question, makes possible remote, automatic readings which are forwarded directly to the Aqualia office. The water metres emit a signal every eight seconds. The information on water use travels to a computer at command central, where another programme automatically calculates billing information.

Visits to residential areas or individual homes become unnecessary under the new system. So do estimated readings.  Using the “Smart Aqua” app, consumers can now get up-to-the-hour summaries of their water use, even away from home. By pinpointing leaks within homes, the system makes it possible to catch equipment failures and avoid the astronomical bills that water leaks can cause.

When equipment logs unusual behaviour, or stops, hourly updates are forwarded to the local command central, giving a clear picture of leaks in the grid due to technical failures, fraud or outsize use.

Upgrades that benefit consumers
Environment secretary Daisee Aguilera says the system will give officials “a clear picture about water use by neighbourhood”, plus “detailed and objective information to better define future investment into the grid”. As well, noted the secretary, “users are informed of any unusual activity, like spikes in consumption or buggy equipment, reducing the likelihood of outsized bills”.

The changes mean improvements both in tracking and performance. The latter was 89.57% in 2017. Taken together, they promise more sustainable consumption and a closer control of water distribution, which is so necessary on the island.

Formentera supports hitching pensions to upturns in RPI

The gathering was marked by cross-party support for a set of guidelines giving structure and substance to joint action between the Formentera Council and the local cultural audiovisual association. The framework concerns production of content for the island's public radio station, Ràdio Illa, an independent, public and high-quality source of news about current events and activities organised locally.

Other proposed measures
Members of the assembly gave their approval to a Gent per Formentera (GxF) measure to urge the central government to contemplate tweaking pensions based on rising retail price indices. The PP abstained from the vote.

One measure from the PSOE to get the go-ahead called for repealing the so-called “Montoro Bill”, allowing local administrations to invest their surplus and hire new staff. “Yes” votes came from GxF, PSOE and Compromís council members while PP reps abstained.

Yearly review
Closing out the day's session, social welfare secretary Vanessa Parellada took the floor to review her department's action in 2017. She highlighted her office's commitment to families and underprivileged populations with initiatives:
providing support for the elderly and dependent individuals; protecting minors; developing new youth-positive policy; giving visibility and integrating people with disabilities; promoting equality. She underscored the Office of Social Welfare's renewed commitment to things like lifelong learning, employment and support towards integration for new arrivals to the island.

As for human resources, Parellada described her department's current phase of work as one of consolidation. The secretary said this meant continuing work with unions to regulate and cement local control over new positions within the Council, plus posting details about the jobs to the administration's website. Parellada also spoke about investment in new facilities. One building now under construction is the island's tanatori, or funeral home. Another, an assisted living residence, is currently up for tender.

Evening of rap and traditional song at Casal de Joves

Foto cartel tarda rap glosadorsThis Friday, one of Formentera's most entrenched musical traditions will go toe to toe with hip-hop at the inaugural edition of an evening that pairing local glosadors with rappers.

Put together between the Marià Villangómez library, the Casal de Joves and the Formentera chapter of Obra Cultural Balear, the event was concocted as a way to bridge generational divides by using the power of the word. Though outwardly dissimilar, the two forms of art have a great deal in common.

Organisers say they hope the intergenerational event highlights possible parallels between rap, a staple of younger generations, and a form known as glosa, which has been passed down and kept alive over the aeons.

Scheduled to take part are glosadors Pep of ca n'Andreu, Vicent Jeroni, Francisca Torres of can Pep Simon and rappers Kelevra, El Puerta, Elian C. and, on guitar, Mus.

The event will take place Friday, March 23 at 6.30pm in the Casal de Joves.
